This is a French viscose blend fabric with a lot of lurex, woven as a duchesse satin with the lurex effect on the reverse.
This one in pale blue and silver lurex on a black ground. It shifts with movement, and reads more blue in one direction, more silver in the other. It would make beautiful tailored dresses, jackets and coats.
